Assessment and Consultation for School Based Prevention Services

Summary: Consultant will meet with school personnel, community mental health and addiction services providers, and relevant stakeholders throughout Fairfield County to determine what prevention services are currently being delivered. He or she will also be responsible for identifying where the gaps in the system exist and make prioritized recommendations to fill those gaps.

Responsibilities: Consultation will include:

1. A comprehensive and thorough assessment reflecting the effectiveness of each school district’s prevention interventions.

2. Interviewing/soliciting input from school and community stakeholders.

3. Once the consultant has determined what currently is being offered throughout Fairfield County, he or she will also identify the existing needs to assist ADAMH in determining where future funding might be placed, what programs might be best implemented, and what stakeholders who appear the most invested in the development of a county wide approach to the prevention of mental health and substance use from Pre-School through Grade 12..

4. A written final report, including the assessment, stakeholder input received, and a list of prioritized recommendations for funding, will be prepared for the ADAMH Board’s public distribution no later than July 15, 2020.  

  1. The consultant will be available to make 2 presentations of the report findings:  1) a brief summary of the project and prioritized funding recommendations for the ADAMH Board’s consideration at its June 23, 2020 Board Meeting, and 2) a full report to the community in August, 2020 (date to be determined).

Deadline to Return Responses to RFI: Wednesday, March 18, 2020

All Work to be Completed No Later than August 31, 2020.

Qualifications:  Must be familiar with the Ohio Department of Mental Health and Addiction Services (OMHAS) Prevention Standards.  The involvement of an Ohio Certified Prevention Consultant or Specialist in the project is preferred, but not required.

Proposals should include:

  1.   Narrative (5 pages maximum length) including, but not limited to:
         A. Proposed assessment process(es),
         B. List of Proposed Stakeholder Groups, 
         C. Methodology for Soliciting Stakeholder Feedback,
         D. Proposed Report Format and Format for Recommendations.   

          II.  Timeline with Milestones (3 pages maximum length)
